I watched Kim possible as a kid and I am male, I only recently heard someone refer to it as a girls show and I can kind of see it but it was action comedy? and Kim is hot so I feel like it isn't a girls show more likely a girls show that was supposed to break "Gender Norms" but I feel a lot of girls didn't watch it because they didn't like action and a lot of guys watched it because hot girl and action.

just because a show or movie has a target demographic doesnt mean you arent allowed to enjoy it, it just means thats what you should expect when walking into it. Kill Bill was also meant to a movie for young girls to watch with their family (this is actually what Tarantino said) yet more adults watched it. Just like how Bluey appeals to all ages, but its still a show for preschoolers. you should not be expecting gory violence and sex scenes in Bluey.
Kim isnt just doing action, she is struggling with daily life as a teenage girl, which connects to its target audience
