Because its copyright, pokemon is a company and obvioslz don't want you to steal their art work etc. In the comic, what the creator is using is the idea of having fictional animals fight, although the spires do look similar(for bulbasaur they straight up used the name too), idk if Nintendo could sue here
Dude, in Japan they got some real weird copyright laws. Companies can for example, copyright strike you just for uploading a video of you playing a game on YouTube. Nintendo is known for doing shit like that. It's literally free advertisement.
